The player appears in a Flashback from a few weeks ago. He is arriving for the first time at Rockport, where he hopes to join the city’s Illegal Street Racing scene. He meets Mia Townsend in her Mazda RX-8 who is willing to assist him.
The Rockport Police Department’s (RPD) top traffic officer, Sergeant Nathan Cross is also in his path. He drives a customized Chevrolet Corvette Interceptor with an unnamed companion (Simone Bailly). Cross tries to eliminate the “Blacklist”, which is a collection of fifteen of the most wanted racers sought by RPD and proclaims street racing as “finished” in Rockport.

Cross was nearly arrested before being forced into answering another street racing emergency call. Cross then leaves after re-keying the player’s vehicle. He starts racing with fellow street racers like Ronald “Ronnie McCrea” (Paul Dzenkiw) and becomes friends with Rog (Andre Sogliuzzo).
The player soon attracts Razor’s Attention, and Razor sends Toru Sato (Kevan Ahtsji), to beat the player. Bull defeats him instead. This gives the player the opportunity to compete against Razor and win a race called ” Pink Slip”. The timeline then returns to the present.
