At the outset of this game, Shepard, Admiral Anderson, and Alliance leaders are called together for an Alliance meeting in response to an unknown but large threat – suspected Reapers who attack Earth just minutes later while this Alliance meeting takes place – leaving only Shepard behind on planet to seek aid elsewhere while Anderson stays behind to lead resistance forces and coordinate resistance strategies.
Admiral Hackett of all Alliance fleets orders Shepard to Mars by Admiral Hackett who controls Prothean archives to investigate more about Reapers and how best to combat them. Shepard finds himself confronting Cerberus agents trying to steal information from Alliance while communicating with Trouble Man before leaving Mars; Trouble Man informs Shepard that Cerberus wants control of Reapers rather than their destruction while recovered data contains plans of an enormous weapon designed specifically to take down Reapers.
Shepard returns to the Citadel to meet with members of the Council, only to discover they don’t feel ready to protect Earth against Reapers as well as themselves – this leads to a dreamy scene ending the prologue.
Shepard must gather support and resources in Mass Effect 3 to construct the Crucible, while simultaneously resisting Cerberus in all his attempts at taking over Reaper operations and agent tactics or even becoming Reapers themselves. Cerberus seeks a way for his Reapers and agents to gain control over everything, leaving Shepard helpless against him.
